Aquaculture consultant at WorldFish

Feed the Future Cambodia Rice Field Fisheries Phase-II is a five-year project funded by USAID and implemented by WorldFish. The project aims to improve the productivity and availability of rice field fisheries through Community Fish Refuges (CFRs), water storage ponds or reservoirs which serve as dry season habitat for fish. The project has been working closely with various stakeholders such as community fish refuge committees (CFR committees), local authorities (village chiefs, commune councils), Fisheries Administration Cantonment (FiAC) as well as FiA at central level, and in direct partnership with four local NGOs in each of the four target provinces (Kampong Thom, Siem Reap, Pursat and Battambang).
 
One of the project approaches is to support multipurpose use of water from CFRs for growing other food crops, supplying safe drinking water in dry season, and promoting equitable benefit-sharing. WorldFish is in the process of designing a sub-component of the project that will support the establishment of small-scale aquaculture systems in selected communities.

Objective of the assignment

The consultant shall provide technical support to WorldFish and its local NGO partners in designing 4 types of experimental aquaculture interventions, implementation and monitoring guidelines that meet specifications and expected standards for the purpose of the project, also with technical guidance from Fisheries Administration. The 4 types of interventions are: 
Small Indigenous fish Species (SIS) polyculture in homestead ponds (combined with vegetable gardens as appropriate) by using water from CFR in dry season, to be field tested by 60 farmers;
Small indigenous fish species (SIS) in  rice field refuge  ponds in rice fields system, to be implemented at around 20 sites, including pond design and management;
Stocking Community Fish Refuges (CFR) with wild brood fish and/or fingerlings from other sites, to be implemented at around 20 sites;
Integrated rice-fish production model adapted to local social and biophysical context, to be implemented at around 10 sites. 

Scope of work

The consultant will be assigned to perform the following duties according to the level of inputs and timing as indicated below. The total expected inputs is twelve days. 
  • Review existing practices in literature and training manual regarding the four interventions to identify lessons learned and best practices;
  • Design four experimental aquaculture intervention models adapted to local biophysical and socio-economic conditions in the Cambodian floodplain;
  • Develop simple guidelines for site selection, setup of intervention and implementation;
  • Develop simple guidelines to assess productivity and cost and benefit of each intervention;
  • Develop training materials for project staff and NGO partners for the field intervention and monitoring, and deliver training;
  • Develop, in collaboration with project manager and provincial coordinators, aquaculture activity plans for 2018 and 2019 

Deliverables

  • Description of the aquaculture models to test and workplan for activity component on small scale aquaculture in each province, identifying tasks for the project team, external inputs required, timing of the inputs;
  • Simple guidelines for implementing 4 types of production models;
  • Simple guideline for assessing productivity and cost benefit of each practice;
  • Training materials for fingerling selection, pond preparation, stocking and grow out, as well as water quality and fish culture monitoring 

Supervision

WorldFish country director shall provide overall supervision. Project manager of the project and provincial coordinators shall provide input to the work plan and deliverables of the consultant.
